Development of an Integrity Zone to Create a Corruption-Free Area at the Simalungun District Court

The government, through Regulation of the Minister of Administrative and Bureaucratic Reform (PermenPANRB) Number 5 of 2024, encourages bureaucratic reform and the development of Integrity Zones (ZI) to realize an accountable, effective, and integrity-based government towards the Corruption-Free Zone (WBK) predicate. The Simalungun District Court has implemented ZI development, but has not yet succeeded in obtaining the WBK predicate. This study aims to analyze the implementation of ZI development, obstacles to achieving WBK, and strategies to improve its success at the Simalungun District Court. The study uses an empirical juridical method with a statutory regulatory approach and field interview data from 2026. The analysis was conducted qualitatively using the Theory of Law and Development, the Theory of Legal Effectiveness, and the Theory of Legal Certainty. The results of the study indicate that ZI development has been implemented, but has not been fully effective due to ongoing internal and external obstacles. The most crucial factor causing the failure to achieve the WBK predicate is the existence of disciplinary violations by officials during the assessment period, which directly impacts aspects of integrity and organizational governance. Therefore, improvement strategies need to prioritize strengthening integrity, preventing disciplinary violations, internal supervision, and strengthening governance of sustainable ZI development.
